To make entry to Thailand easier for travelers, the Thai government has come up with the Thailand Pass Entry System which will be carried out starting November 1, 2021. This new system will replace the Certificate of Entry system, which had more rigorous and unnecessary requirements. The Thailand Pass entry system simplifies the process of securing an entry pass to Thailand. It collects the travel and medical information in the online registration, thereby unifying the system which contains the traveler’s necessary documents and requirements.

Who can Apply for the Thailand Pass?

1. Fully Vaccinated from Eligible Countries/Territories

The Department of Consular Affairs of Thailand released the official list of 63 eligible countries and territories for entry to Thailand without quarantine:

2. Fully Vaccinated under the Sandbox Program

Travelers who are fully vaccinated but not coming from eligible countries and territories must enter through the Sandbox Program without a mandatory quarantine.

The Sandbox Programs are Bangkok, Pattaya, Hua Hin, Chiang Mai, Phuket, and Samui. Quarantine is not required for travelers availing of this program, however, they are required to stay for 7 nights in an accredited SHA+ Hotel located in their Sandbox area. After they have stayed for the required number of nights, they may travel to other provinces of Thailand.

3. Partially Vaccinated or Unvaccinated under the Quarantine Program

For travelers who are not yet vaccinated or partially vaccinated, a mandatory quarantine is imposed. The traveler must stay in an accredited ASQ hotel for 10 nights before traveling within Thailand.

Requirements for Thailand Pass

For Travelers from Eligible Countries/Territories (For Foreign Nationals)

1. First Port of Departure

Travelers from eligible countries and territories are exempt from quarantine conditions in Thailand. It is required that these travelers must have stayed in one of the eligible countries for at least 21 consecutive days before their departure to Thailand. However, Thai nationals and foreign nationals who are departing from Thailand and going to eligible countries and then back to Thailand are exempted from the 21-day requirement.

2. Vaccination

They must have been fully vaccinated against COVID-19 with a vaccine approved by Thailand. The vaccine must have been administered no less than 14 days before their departure from the other country; or when they have been infected with COVID-19, the vaccine must have been administered within 3 months after their recovery.

3. COVID-19 Travel Insurance

The travelers must have a COVID-19 Travel Insurance with a minimum coverage of USD $50,000.

4. SHA+/AQ Hotel Booking

The travelers must show that they have a booked, paid, and confirmed reservation at a SHA+ Hotel or AQ Hotel.

Upon arrival in Thailand, the travelers must pass through the Health Control and Immigration checkpoints. They must get the RT-PCR Test at the hotel or any designated venue. A traveler who receives a negative COVID-19 result on the RT-PCR Test may be free to travel in Thailand with no quarantine required.

 

For Travelers Entering Sandbox Areas (For Foreign Nationals)

1. First Port of Departure

Travelers under the Sandbox Program need not be from eligible countries. There is no 21-day requirement as well. However, the travelers must arrive at the designated international airports for the Sandbox Programs: Suvarnabhumi (BKK), Don Mueang (DMK), Phuket (HKT), Chiang Mai (CNX), U-Tapao (UTP), Samui (USM), and Buriram (BFV).

2. Vaccination

Like travelers from eligible countries, they must have been fully vaccinated against COVID-19 with a vaccine approved by Thailand. The vaccine must have been administered no less than 14 days before their departure from the other country; or when they have been infected with COVID-19, the vaccine must have been administered within 3 months after their recovery.

3. COVID-19 Travel Insurance

The travelers must have a COVID-19 Travel Insurance with a minimum coverage of USD $50,000.

4. SHABA Certificate

The travelers must show that they have a paid SHA+ Hotel reservation confirmation (SHABA Certificate) for the 7-day period.

Upon arrival in Thailand at the Sandbox area, the travelers must pass through the Disease Control and Immigration checkpoints. They must undergo the RT-PCR Test at the airport or any designated hotel. A traveler who receives a negative COVID-19 result on the RT-PCR Test may enter the Sandbox area.

The traveler must stay within the Sandbox Area for the mandatory 7-day period. Before leaving the area (on their 6th or 7th day), they must get another RT-PCR Test. When they have a negative COVID-19 result, they may obtain the Release Form and be free to travel to Thailand.

How to Register on Thailand Pass

  1. Secure the Documents
    • Passport
    • Vaccination Certificate
    • COVID-19 Travel Insurance
    • SHABA Certificate or Paid SHA+/AQ Hotel reservation and paid hotel RT-PCR test fee.
    • Thai Visa (if required)
  2. Apply for the Thailand Pass at the official Thailand Pass website of the MFA.

  3. Get a COVID-19 Test

    The traveler must get an RT-PCR Test not more than 72 hours before their departure. The test result must be negative for COVID-19.

The Thailand Pass System is a result of the collaboration between the Ministry of Foreign Affairs (MFA) and the Digital Government Development Agency (DGDA) to replace the current Certificate of Entry (COE) system.

The COE system was one of the requirements for entry to Thailand. It is an essential document issued by Thai embassies and consulates that confirms that the holder of the document meets the entry requirements, such as being eligible, having COVID-19 Traveler Insurance, being fully vaccinated, having a booked flight, and having a confirmation of the ASQ Hotel booking.

The new Thailand Pass system reduces the unnecessary procedures that come with obtaining an entry certificate to Thailand. It eliminated the need for the involvement of the Thai embassies and consulates for the approval of the entry certificate to Thailand.

Through these new developments in the entry system of Thailand, tourists will be more attracted to travel to the country and Thailand’s tourism industry will rise again.

Who can we assist?

At the moment, our service for package Visa and Thailand Pass applications (Package 1 and 2) is limited to the US, Canada, and the UK. How long does the application process take?

For Package 1 and 2, the process will take at least 3 weeks. This includes the online visa application through the Thai embassy or consulate and the Thailand Pass application. For package 3, the process takes 3 to 5 business days, this includes an application for Thailand Pass under the Visa Exemption program and to those who already have a valid visa.

Is your fee refundable?

Our service fee is a consultation fee, therefore our fee is non-refundable. Whether the visa application was successful or there were delays in the process, the client agrees that the fee will not be refunded. In case of unforeseen cancellation of your trip or change of plans that you no longer use our service, the service fee that was paid will be used as credit which you can use for other services of Siam Legal.

Do you guarantee approval of the application?

No, we do not guarantee the approval since the result of the application is at the discretion of the Thai embassy or consulate. However, based on experience, the embassy will not totally reject the application but rather request for further documents to be provided in which we will assist you rectify the problem. We will also make sure that the application is professionally prepared and submitted to avoid any delays.
